Mix water and beef base, heat until dissolved. Add garlic and horseradish. Add cornstarch and water and add to beef base mixture. Heat and thicken to gravy consistency. Crack 3/4 of the peppercorns with mortar and pestle. Leave the rest whole. Add to sauce. Broil steaks to desired doneness. Pour sauce over.
